Introduction

Lead-Based Paint Renovation, Repair and Painting Program (RRP)

The RRP program is a federal regulatory program affecting contractors, property managers, and others who disturb lead based paint. This is a two phase program that was enacted by the EPA 2008 Lead Rule.

This rule applies to anyone who is paid to perform work that disturbs paint in housing and child care facilities built before 1978, such as:

  • Residential rental property owners and managers
  • General contractors
  • Special trade contractors, including:
    • Painters
    • Plumbers
    • Carpenters
    • Electricians

This work includes such activities that disturb greater than 6 square feet of interior of paint per room inside, or activities that disturb greater than 20 square feet on the exterior. This work also includes window replacement, and projects involving demolition. Generally this work includes, but is not limited to, the following:

  • Remodeling, repair and maintenance
  • Electrical
  • Plumbing
  • Painting
  • Carpentry
  • Window replacement

Phase one

Pre-renovation requirements took effect December, 2008

  • In housing you must distribute EPA’s lead pamphlet to owners and occupants before work starts. Pamphlet can be downloaded here:

  • In a child occupied facility you must distribute EPA’s lead pamphlet to the owner of the building, or an adult representative of the child-occupied facility before renovation.
  • In common areas of multifamily housing or child occupied facilities you must distribute renovation notices to tenants or parents/guardians, or post notices.
  • Obtain Confirmation of receipt of lead pamphlet.

Phase two

Training, certification and work practice requirements take effect after April 22, 2010

  • Firms must be certified.
  • Renovators must be trained.
  • Lead safe work practices must be followed.
